תּוֹרָה רכג
לִפְעָמִים יָכוֹל לִהְיוֹת שֶׁלֹּא יְמַלְּאוּ בַּקָּשַׁת הַצַּדִּיק, כִּי: (זֹהַר וַיֵּרָא ק"ה:) 'זִמְנִין דְּשָׁמַע וְזִמְנִין דְּלָא' וְכוּ', אֲבָל יֵשׁ צַדִּיק שֶׁיָּכוֹל לִגְזֹר וְלוֹמַר: אֲנִי אוֹמֵר שֶׁיִּהְיֶה כֵּן:

Sometimes it can happen that the request of the Tzadik is not fulfilled — for: [Zohar, Vayeira 105b]: ""sometimes He hears and sometimes He does not"" etc. But there is a Tzadik who can decree and say: I say that it shall be so.
