Segment 1
HE:
עַל־יְדֵי לִמּוּד פּוֹסְקִים עַד שֶׁיֵּדַע לְהוֹרוֹת הוֹרָאוֹת, עַל־יְדֵי זֶה גּוֹרֵם פְּקִידָה לְכַמָּה עֲקָרוֹת.

EN:
1. By learning the codes of Jewish law until one is able to render halachic decisions, one causes numerous barren women to conceive.

Segment 2
HE:
עַל־יְדֵי לִמּוּד "שֻׁלְחָן־עָרוּךְ" בָּאִים לְיִרְאָה.

EN:
2. Through studying the Shulchan Aruch (the primary book of Jewish law), one comes to fear [of Heaven].

Segment 3
HE:
לִמּוּד הַפּוֹסְקִים מְבַטְּלִין הִרְהוּרֵי עֲבוֹדָה זָרָה.

EN:
3. Studying codifiers of Torah law nullifies thoughts of idol worship.

Segment 4
HE:
כְּשֶׁאֵיזֶהוּ רָשָׁע נִתְגַּדֵּל, אֲזַי קָשֶׁה לְחַדֵּשׁ אֵיזֶהוּ סְבָרָא בַּפּוֹסְקִים. גַּם דִּבְרֵי הַדַּיָּנִים אֵינָם נִשְׁמָעִים בְּאָזְנֵי הַבַּעֲלֵי־דִינִים.

EN:
4. When a wicked person rises in power, it becomes difficult to derive a new theory in the Codes. Also, the words of judges are not heard (acceptable) in the ears of the litigants.
