Key content of Letter 63 (23 Iyar 5691): R' Shmuel reports that he has been in Moscow for approximately two weeks together with R' Tzvi Yehudah — who also traveled there on his behalf. Blessed be G‑d — he obtained a passport from the consulate. But the essential is still ahead: the actual exit permit. Now great compassion is needed. He urges the Jerusalem fellowship to act urgently: summer is the time to pursue this — do not let the moment pass. He asks about the formal request for R' Avraham Sofer, another Breslov figure. He asks about 25 monetary units sent from Warsaw by R' Tzvi Yehudah. He sends Tikkunei HaKlali to the fellowship in Jerusalem. He asks R' Yankel to write urgently whether all the packages of manuscripts have been received and kept safe.

Key content of Letter 64 (Eve of Shavuos): Financial matters: R' Shmuel asks R' Yankel to go to R' Yaakov Moshe Charlap [a distinguished Jerusalem Torah figure] and request 20 units from what he received from R' Shmuel's brother — and R' Shmuel will repay it in Uman through R' Yankel's uncle. He gives careful instructions about the funds: to be used only for the publication of R' Avraham of Tulchin's writings through a good printer, not squandered on small booklets. If R' Meir does not proceed with the designated printer — the money is to be kept in deposit, untouched, until R' Shmuel himself arrives. Additional funds expected from Warsaw (40 units) and other places — all under the same conditions. The matter must be kept confidential. He also requests that R' Yankel send him more olive oil from Eretz Yisrael.
