The teaching finds an allusion in the verse: 'Heads (rosh) of the children of Israel' (Exodus 30:12 — 'ki tissa et rosh bnei Yisroel') — the initial letters Resh-Bet-Yud spell 'Rabbi' (Rebbi). This alludes to spiritual leadership and elevated status: the head of Israel, the true leader, is the one who carries the title and quality of 'Rabbi' — teacher, guide, one who illuminates others. In contrast, the verse 'The wicked shall be silenced in darkness' (1 Samuel 2:9 — from Chana's prayer) teaches the opposite: those who are wicked, who do not carry the light of Torah leadership, will be swallowed in spiritual darkness. The contrast is stark: the rosh/Rabbi = light and leadership; the wicked = silence and darkness. This teaches that genuine spiritual leadership is the light that saves Israel from darkness.
