תּוֹרָה כו צָרִיךְ לְהַרְחִיק אֶת עַצְמוֹ מִשִּׁכְרוּת וּלְדַקְדֵּק שֶׁלֹּא לִשְׁתּוֹת יוֹתֵר מִיכָלְתּוֹ. כִּי הַשּׁוֹתֶה יוֹתֵר מִדַּי וּמִשְׁתַּכֵּר, אָז מִתְגַּבְּרִין גְּבוּרוֹת דְּסִטְרָא אַחֲרָא, וְנַעֲשֶׂה כַּעַס וָרֹגֶז, וְיוּכַל לָבוֹא לִידֵי רָעוֹת וְכוּ' חַס וְשָׁלוֹם. וְדַע כִּי מֹשֶׁה רַבֵּנוּ עָלָיו הַשָּׁלוֹם הוּא מְלֻבָּשׁ בְּכָל אֶחָד וְאֶחָד מִיִּשְׂרָאֵל בְּכָל אֵיבָר וְאֵיבָר, וּמַזְכִּיר כָּל אֵיבָר וְאֵיבָר שֶׁיַּעֲשֶׂה הַמִּצְוָה הַשַּׁיָּכָה לְאוֹתוֹ אֵיבָר, כִּי רַמַ"ח מִצְווֹת כְּנֶגֶד רַמַ"ח אֵיבָרִים, וְעַל־יְדֵי הַשִּׁכְרוּת שׁוֹכֵחַ אוֹתָם:
One who is a communal leader or official — and leads with worthiness and uprightness. And sees and looks carefully to place the burden of taxes and levies upon each person as is fitting in uprightness — to burden this one and lighten this one's burden fittingly — through this one nullifies the four bad attributes: namely idolatry, immorality, bloodshed, and slander.
